Crossman Creek and Little Baraboo River Watershed

Details

The Crossman Creek and Little Baraboo River Watershed lies in northwestern Sauk County, southern Juneau County, northeastern Richland County, and the southeast corner of Vernon County. It is also in the driftless, or unglaciated region of Wisconsin. The watershed includes the main stem of the Baraboo River from Wonewoc to Reedsburg. The dominant land use in the watershed is agriculture. Forest and grassland also cover a large portion of the watershed.

Overall population in the watershed for 2000 was estimated to be around 7,400 people.

Nonpoint and Point Sources

Nonpoint sources of pollution are problematic in the watershed. In response, the watershed was the focus of a nonpoint source priority watershed project. The project was jointly sponsored by the Department of Natural Resources, the Department of Agriculture, Trade and Consumer Protection, and the Sauk, Richland and Juneau County Land Conservation Departments. The project was selected in 1983 and was completed in the mid 1990's. Goals of the project were to protect and improve water quality and fisheries habitat by controlling erosion from farm fields, reducing streambank erosion, reducing or controlling barnyard runoff, and better management of manure spreading in the watershed. When the priority watershed project was completed, 60% of eligible landowners had signed up, but only 65% of the signed projects were actually completed. The project did achieve its goal of 70% phosphorus reduction and 50% sediment reduction. There is one small area of atrazine prohibition in the watershed. This area is located in the town of Woodland in the area around Plum Creek. The Village of Cazenovia is closely monitoring one well to ensure that drinking water does not exceed the drinking water standard for nitrates. A few smaller municipal and industrial point source discharges operate in the watershed. Lakeside Foods, Saputo Cheese and the La Valle wastewater treatment plant discharge to the Baraboo River. Carr Valley discharges to groundwater and the Cazenovia wastewater treatment plant discharges to the Little Baraboo River.

Ecological Landscapes for Crossman Creek and Little Baraboo River Watershed

Ecological Landscapes

The Western Coulee and Ridges Ecological Landscape in southwestern and west central Wisconsin is characterized by its highly eroded, driftless topography and relatively extensive forested landscape. Soils are silt loams (loess) and sandy loams over sandstone residuum over dolomite. Several large rivers including the Wisconsin, Mississippi, Chippewa, Kickapoo and Black flow through or border the Ecological Landscape. Historical vegetation consisted of southern hardwood forests, oak savanna, scattered prairies, and floodplain forests and marshes along the major rivers. With Euro-American settlement, most of the land on ridgetops and valley bottoms was cleared of oak savanna, prairie, and level forest for agriculture. The steep slopes between valley bottom and ridgetop, unsuitable for raising crops, grew into oak-dominated forests after the ubiquitous presettlement wildfires were suppressed. Current vegetation is a mix of forest (40%), agriculture, and grassland with some wetlands in the river valleys. The primary forest cover is oak-hickory (51%) dominated by oak species and shagbark hickory. Maple-basswood forests (28%), dominated by sugar maple, basswood and red maple, are common in areas that were not subjected to repeated presettlement wildfires. Bottomland hardwoods (10%) are common in the valley bottoms of major rivers and are dominated by silver maple, ashes, elms, cottonwood, and red maple. Relict conifer forests including white pine, hemlock and yellow birch are a rarer natural community in the cooler, steep, north slope microclimates. The Crossman Creek and Little Baraboo River Watershed has a variety of good quality habitats and rare plant communities that are listed on the state's Natural Heritage Inventory, (NHI), kept by the Bureau of Endangered Resources. The communities found in the watershed include: dry cliff, hemlock relict, moist cliff, northern mesic forest, pine relict, southern dry-mesic forest, southern mesic forest, alder thicket, floodplain forest, northern wet forest, springs and spring runs, hard, springs and spring runs, soft, and stream-fast, hard, cold.

Wildlife and Habitat

The watershed is also home for a variety of rare plant and animal species including; 3 species of birds, 3 species of fish, and 6 plant species. These plants and animals are also listed on the state's Natural Heritage Inventory.

Lake Redstone Protection District: Apm Plan & Ais Education: The Lake Redstone Protection District will develop an aquatic plant management (APM) plan for Lake Redstone using DNR approved methods. Survey results from 2012 found 8 native species which need to be protected, and several invasive species, one of which has reached nuisance levels, and needs to be managed. Information about strategies to accomplish plant management goals will be shared via public meetings, and the plan will incorporate informed public input that results. In addition, a multi-faceted AIS education project will be carried out, with volunteers conducting at least 200 hours of Clean Boats Clean Waters inspections at boat landings. Resulting data will be entered into the DNR database. Volunteers will monitor the lake for exotic species, map curlyleaf pondweed beds in early spring, and the District will sponsor a public education event to share information about topics such as AIS, lakeshore restoration, and water quality. Results of the APM plan and AIS Education project will be presented to the community at a public meeting and to DNR via a final report.

Lake Redstone Protection District: Lake Redstone 2 Yr Aquatic Plant Managment Implementation: The Lake Redstone P&R District is sponsoring a project to carry out management activities that support goals of the lake\2019s 2015 Aquatic Plant Management plan, which is focused on control of Eurasian watermilfoil, and promotion of healthy, native aquatic plants.

Project final deliverables include: EWM management and monitoring documents as described in the grant application, raw data and maps of CLP and other invasive species of interest, Clean Boats Clean Waters (CBCW) education data entered into swims database, documentation about manual plant removal training, a 2017 lake fair and a shoreland improvement workshop, and a shoreland improvement brochure of local examples.

Specific project activities include: Management of EWM and corresponding monitoring of plant community in treatment areas, coordination of a District CBCW education program, District will put on a AIS Identification and Physical Removal Workshop in June of each year, search for and document CLP and other invasive species, put on a lake fair in 2017, organize a shoreline improvement workshop and create a brochure featuring local examples of best management practices.

Friends Of Devil'S Lake State Park: Lmi-Devil'S Lake Bottom Withdrawal Pipe Alterations: The Friends of Devil's Lake State Park propose this project to reconstruct the siphon pipe system at Devil's Lake State Park, Sauk County, by lowering the portion of the siphon that is above the ordinary high water mark (OHWM) lake level so that the pipe will flow as a gravity feed flow system whenever the lake level is above the OHWM. This entails digging up about 900' of the pipe, and lowering the highest point. An additional butterfly flow valve will be installed to provide control of the pipe for safety and operational purposes. Deliverables of this project will be a brief final report documenting that the project was completed, including photos of the project during construction.

Lake Redstone P & R District: Lake Redstone Bottom Withdrawal: This project will provide further information to evaluate the potential for bottom withdrawal for reducing internal phosphorus loading. The final report will summarize lake monitoring results and stream monitoring results. It will assess whether bottom withdrawal will reduce in-lake phosphorus loading and benefit lake quality. A WDNR environmental engineer will use stream waste assimilation models to determine acceptable downstream organic loading rates. Both test withdrawal and projected discharge rates will provide further information towards the goal of determining whether the maximum acceptable discharge rates will significantly benefit the lake water quality based on lake response modeling.

4/20/07: Scope Change request approved:This grant is for the SLOH lab expenses and software modeling for Lake Redstone in Sauk County. Flow and phosphorus data was collected in 2006. Unfortunately there were equipment malfunctions causing 25% of the data to be lost. The contract has been renegotiated with the contractor to repeat the data collection in 2007 with little or no increase in cost. However, SLOH costs will be repeated as the new samples will be analyzed. SLOH spreadsheets added to the postage show this estimated cost to be $4,438.

A change in scope is being requested to remove $4,438 from the estimated $10,000 for the software modeling of the lake and increase the SLOH dollar amount by $4,438

Vernon County Lwcd: Bishops Branch Restoration: Vernon County proposes to restore some 2600 linear feet of Bishops Branch, a tributary to the West Fork of the Kickapoo River, in the Town of Liberty.

Major project elements to include 1) placement of lunker structures, boulders, and rock weirs in the stream, 2) deepening of pools, 3) placement of riprap, and 4) revegitation of the streambank.

Crossman Creek and Little Baraboo River WatershedWatershed History Note

The Village of Wonewoc is located in the Crossman Creek and Little Baraboo River Watershed in the southern-most part of Juneau County, in an unglaciated region of Wisconsin, filled with jagged bluffs. A geologic formation was first described here and is called the Wonewoc Formation. Wonewoc is the midpoint of the 400 Trail, which runs between Reedsburg and Elroy. In June of 1993, the 400 State Trail was officially opened. It was developed on an abandoned Chicago-Northwestern Railroad bed and was named for the Chicago - Northwestern passenger train that traveled the 400 miles between Chicago and Minneapolis/St. Paul in 400 minutes. Packed limestone screenings and bridges with planked floors provide a smooth bike riding surface. Wetlands, sandstone bluffs, rolling croplands and pastures are just a few of the sights that visitors will enjoy on the 400 Trail as it repeatedly crisscrosses the Baraboo River. The entire length of the trail follows along the river valley. Snowmobiles use the trail in the winter months. A unique feature of the 400 trail is a 7 mile horse trail which parallels the bike trail between Wonewoc and LaValle.
